APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire
Protection District to apply for and accept a FY 2012 U.S. Department of Homeland
Security Federal Emergency Management Agency (FEMA) Port Security Grant Program
(PSGP) grant in an amount not to exceed $2,494,790 for a Marine Emergency Response
Program and a CAL EMA Typed rescue vehicle and equipment.
FISCAL IMPACT:
$2,494,790, 75% Federal; 25% District match required. The grant award may be lower than
the amount requested and will be for a period of two years from the effective date of the
award.
BACKGROUND:
The Port Security Grant Program supports increased port-wide risk management, enhanced
domain awareness, training exercises, expansion of port recovery and resiliency capabilities,
and capabilities to prevent, detect, respond to, recover from, and mitigate attacks involving
improvised explosive devices (IEDs) and other non-conventional weapons. The FY 2012

BACKGROUND: (CONT'D)
an important role in the implementation of Presidential Policy Directive 8 (PPD-8) by
supporting the development and sustainment of core capabilities to fulfill the National
Preparedness Goal (NPG).
If awarded this grant, the Contra Costa County Fire Protection District (District) will be
able to provide marine emergency response through the training and implementation of a
certified response team with the required vessel. The District will also be able to provide
much needed urban search and rescue services from an appropriate apparatus. The program
budget includes the marine response vessel, urban search and rescue apparatus, training,
equipment, materials, and tuition and travel costs relating to the implementation and
activation of these programs.
Marine Emergency Response Program Budget: $1,494,790
Urban Search and Rescue Apparatus and Equipment Budget: $1,000,000
CONSEQUENCE OF NEGATIVE ACTION:
The District is funded primarily by property taxes and, therefore, has been particularly hard
hit by the housing market decline and resulting impact on property tax revenue. Without
this federal aid, the District will not have the funds to allocate to the above-referenced
programs.
