APPROVE and AUTHORIZE the disbursement of funds from the Industrial Job Training
and Educational Support Fee in the amount of $150,000 for specified projects, as
recommended by Supervisor Glover.
AUTHORIZE Conservation and Development Director, or designee, to execute the
appropriate agreements necessary to provide services as approved in the action plan by the
Board of Supervisors.
FISCAL IMPACT:
There is no impact to the County General Fund. These monies are disbursed from a special
trust fund established by the payment of fees by ConocoPhillips.
BACKGROUND:
When the Board of Supervisors approved the ConocoPhillips Refinery Project in September
2007, ConocoPhillips voluntarily agreed to a condition of approval under which they would
pay an Industrial Job Training and Educational Support Fee to Contra Costa County in the

Subject:INDUSTRIAL JOB TRAINING AND EDUCATIONAL SUPPORT FEE DISTRIBURESMENT
BACKGROUND: (CONT'D)
of $500,000.
The specific terms of the condition of approval is as follows:
"ConocoPhillips agrees to pay an Industrial Job Training and Educational Support Fee to
Contra Costa County in the amount of $100,000 on January 1, 2008, $200,000 on January 1,
2009, and $200,000 on January 1, 2010. Payment shall be made at the beginning of each
one year period. The fee shall be deposited for programs and services which support
education, career training, and life skills. The fee shall be deposited in a dedicated account
to be used, upon approval by the Board of Supervisors, for programs and services which
support the educational, career training, and life skills development of Contra Costa County
youth and young adults in preparation for careers that support the economic vitality of
Contra Costa County including those in industry and manufacturing.
The intent of this condition is to provide an appropriate level of funding that can be used for
programs and services which focus on developing the knowledge, skills, abilities and
employment readiness that are necessary in order to enter various job training programs
including those in the industrial and manufacturing sectors."
A. The disbursement of $75,000 from this fund to the Open Opportunities Future Build
Project would achieve the objectives of the condition of approval as described in this Board
Order.
The Open Opportunities Future Build Project is to provide for a minimum of twenty East
County young adults with sixteen weeks of pre-apprenticeship training in the building
trades, solar theory, construction, and installation. To provide a life changing experience for
the trainees that leads to re-engagement in the workforce and post-secondary educational
opportunities. The pre-apprenticeship training (classroom and laboratory) will be married to
practical applications in coordination with Habitat East Bay, Rebuilding Together, and the
PACF.
B. The disbursement of $75,000 from this fund to the New Horizons would achieve the
objectives of the condition of approval as described in this Board Order.
The New Horizons is to provide on-going employment services, life skills development and
career related training to Rodeo, Crockett, Tormey, Bayo Vista, Port Costa and Hercules
area residents. Since 2006 New Horizons has helped with job searches, resume writing, job
fairs, on site classes and life skills development programs.
CONSEQUENCE OF NEGATIVE ACTION:
The funds will not be distributed.
