HomeMy WebLinkAboutMINUTES - 04172012 - C.75RECOMMENDATION(S): APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Sheriff-Coroner Forensic Services Division, a purchase order with Leica Geosystems in the amount of $149,137 to provide a Leica Scan Station C10 3-D Laser Scanning System, including maintenance, accessories, technical support and on-site training. FISCAL IMPACT: $6,750 General Fund, budgeted FY 11/12. $142,387 Homeland Security 2010 SHSG grant program funding. BACKGROUND: The Sheriff-Coroner Forensic Services Division is responsible for responding to over one hundred crime scenes each year, most of which are homicides and officer involved incidents. The technology the Division currently uses to document spatial characteristics of a crime scene involves the use of a tape measure and paper. The 3D laser scanner will produce a digital 3d diagram of a crime scene that can be viewed from any angle and any two points within the diagram can be measured. The Faro Scanner, though much less expensive, lacked critical features for proper operational use such as limited range, lack of data manipulation software, no NIST traceability and was eliminated from further consideration. The Leica Scanstation C10 was the only 3D Scanner currently utilized in crime scene documentation that has the range (up to 300 meters) and proven field use. Compatibility with other departments was also a factor as CHP MAIT (traffic accident investigators) currently utilize this system and the Forensic Services Division frequently work with CHP MAIT for officer involved incidents. This compatibility could also come into play in the event of a homeland security/mass disaster event where interoperability between departments would be critical for proper response and follow up investigation.
