HomeMy WebLinkAboutMINUTES - 04172012 - C.64RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #74-370-4 with Milhous Children’s Services, Inc., a non-profit corporation, effective December 1, 2011, to amend Contract #74-370-3, to increase the payment limit by $100,000, from $256,752 to a new payment limit of $356,752 and to increase the automatic extension payment limit by $50,000 from $128,376 to a new payment limit of $178,376, with no change in the original term of July 1, 2011 through June 30, 2012. FISCAL IMPACT: This amendment is funded 50% by Federal Financial Participation (FFP), 36% by State Early and Periodic Screening, Diagnosis and Treatment (EPSDT) and 14% County General Fund. BACKGROUND: (CONT'D) Behavioral Services (TBS) to children who participate in the EPSDT Supplemental Specialty Mental Health services. This program will provide emergency placement services to eligible Medi-Cal beneficiaries less than 21 years of age, who meet the medical necessity criteria of their Mental Health Plan, and who have been discharged from a hospital or have failed in other placements. On November 15, 2011, the Board of Supervisors approved Contract #74-370-3 with Milhous Children’s Services, Inc. for the period from July 1, 2011 through June 30, 2012, which includes a six-month automatic extension through December 31, 2012, for the provision of TBS to County-referred clients at its facility in Nevada City. Approval of Contract Amendment Agreement #74-370-4 will allow the Contractor to be reimbursed for services provided due to higher than forecasted usage and to provide additional TBS services through June 30, 2012. CONSEQUENCE OF NEGATIVE ACTION: If this amendment is not approved, children who participate in the EPSDT Supplemental Specialty Mental Health services will not receive mandated TBS services from this contractor, and may require services at higher levels of placement.
