Approve and authorize the Purchasing Agent, on behalf of the Health Services Department,
to execute a Purchase Order with Universal Specialty Vehicle, Inc., in an amount not to
exceed $500,668, for the purchase of two (2) mobile medical vehicles, for the Public Health
School Based Health Center Program.
FISCAL IMPACT:
This Purchase Order is funded 99.5% by U.S. Department of Health and Human Services,
Health Resources and Services Administration (HRSA), Affordable Care Act Grant for
School Based Health Centers Capital Program HRSA and .5% County funds.
BACKGROUND:
On September 13, 2011, the Board of Supervisors approved Grant #28-346 from the U.S.
Department of Health and Human Services, Health Resources and Services Administration
(HRSA), Affordable Care Act Grant for School Based Health Centers Capital Program, for
the period from July 1, 2011 through June 30, 2012. This Grant provides funding, in an
amount not to exceed $498,524, to purchase two (2) mobile medical vehicles to expand the

BACKGROUND: (CONT'D)
Based Health Center Program.
The Public Health Division currently operates four (4) Mobile Medical vehicles to provide
health care services on school districts sites which serve predominantly low income
families. Grant #28-346 provides funding to purchase two (2) Mobile Medical vehicles to
expand school based health care services in Contra Costa County. The school districts
currently being served are Mt. Diablo Unified, Pittsburg Unified and West Contra Costa
Unified. The two (2) additional mobile medical vehicles will enable the number of school
districts and sites receiving the health care services in these districts to be expanded to serve
the Antioch Unified and Liberty Unified.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved County will not have the funds to purchase the additional
mobile medical vehicles, there will be no expansion of mobile medical services to school
sites that are not currently being served which will prevent the opportunity for increased
health care access to school aged children.
CHILDREN'S IMPACT STATEMENT:
The School Based Health Center Program provides services to school aged children at
school sites that serve predominantly low income families. Working collaboratively with the
three large school districts in Contra Costa County a number of additional school sites, and
the children attending school at those sites, will have increased access to health care
services.
