Spooner, Contracts Administrator Coda DATE: February 12, 1986 C SUBJECT: Approval of Contract Extension Agreement #24-351-2 with cLa---Cheim Residential Treatment Centers SPECIFIC REQUEST(S) OR RECCMvIMENDATION(S) & BACMROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Contract Extension Agreement #24-351-2 with La Cheim Residential Treatment Centers to extend Interim Contract- #24-351 (as extended by Contract Extension Agreement 424-351-1) through March 31, 1986, with no change in the $783,000 payment limit for the period from November 1, 1985, through March 31, 1986 for start up of a six-bed residential treatment program for adolescents. II. FINANCIAL IMPACT: This contract is funded by the new State Short-Doyle augmentation allocation in the amount of $56,700 and a County match of $21,300 in the FY 1985-86 Budget . III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On October 29, 1985, the Board approved Interim Contract 424-351 with La Cheim Residential Treatment Centers for start up of a six-bed treatment facility in Contra Costa County. On January 28, 1986 the Board approved Contract Extension Agreement 424-351-1 to extend the contract through February 28, 1986. It is recom- mended that the contract be extended for one additional month to permit additional time for the Contractor to locate a facility (and thereby more accurately determine the full term contract budget), to complete contract review and processing for Board approval of a full-term contract covering the remainder of FY 1985-86, and to permit sufficient cash flow to maintain current start-up activities. Presently, the majority of disburbed adolescents must be sent to Napa State Hospital. Approval of the La Cheim Residential Treatment Centers contract will reduce our utilization of Napa beds which is currently the highest per capita in the State. It will also provide residential treatment in the community closer to the families, and should enable the adolescents to return home in a much shorter period of time than if sent to Napa State Hospital. This document has been approved by the Department's Contracts and Grants Administrator in accordance with Ithe guidelines approved by the Board's Order of December 11 1981 (Guidelines for contract preparation and processing, Health Services Department) .
