APPROVE and AUTHORIZE the County Auditor-Controller, or designee, to execute a
contract with Caporicci and Larson, Inc. for Agreed Upon Procedures of the seventeen
dissolved redevelopment agencies in Contra Costa County in an amount not exceed
$200,000, as recommended by the Auditor-Controller.
FISCAL IMPACT:
The professional fees will be fully charged to the Redevelopment Property Tax Trust Funds,
as allowed under Health and Safety Code section 34182.
BACKGROUND:
On December 29, 2011, the California Supreme Court upheld Assembly Bill 1X 26
(redevelopment dissolution), and deemed Assembly Bill 1X 27 (alternative redevelopment
program) to be unconstitutional. As a result, all redevelopment agencies in the state of
California were dissolved, and all successor agencies began to function, on February 1,
2012. As part of Assembly Bill 1X 26, County Auditor-Controllers are required to conduct,
or cause to have conducted, Agreed Upon Procedures for each redevelopment agency in the
county.
