APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract with Goodwill Industries of the Greater East Bay in an amount not to
exceed $879,375 for the Subsidized Temporary Experience with Pay for the
Under-Employed Program (STEP-UP) for the period May 1, 2012 through June 30, 2013.
FISCAL IMPACT:
$879,375 California Work Opportunity and Responsibility to Kids (CalWORKs) Single
Allocation, 15% State, 85% Federal.
BACKGROUND:
The objective of the Subsidized Temporary Experience with Pay for the Under-Employed
Program (STEP-UP) is to provide entry level paid work experience to designated California
Work Opportunity and Responsibility to Kids (CalWORKs) participants who are not
meeting their Welfare-to-Work (WTW) participation requirements by immediately placing
them into paid worksite assignments for a maximum of 30 days.

BACKGROUND: (CONT'D)
The goal of STEP-UP (when coupled with other necessary WTW activities and services) is
to immediately engage WTW participants by providing an exposure to work and basic job
skills ultimately leading to their successful, long-term job placement.
This program approach has proven extremely successful in other counties for re-engaging
harder-to-serve clients and for increasing the federally-required Work Participation Rate
(WPR).
Goodwill Industries of the Greater East Bay is the selected Contractor as a result of the
competitive bid process, Request for Proposal (RFP) No. 1127. Goodwill Industries will be
primarily responsible for developing and maintaining short-term paid work experience
positions with participating agencies (non-profit, public, and for-profit organizations) and to
immediately place and monitor those referred CalWORKs clients into the paid STEP-UP
work experience positions. Acting as the Employer of Record, Goodwill Industries of the
Greater East Bay will also be responsible for managing the payroll system and disbursing
payroll checks to STEP-UP participants.
CONSEQUENCE OF NEGATIVE ACTION:
Without contract approval, the Subsidized Temporary Experience with Pay for the
Under-Employed Program (STEP-UP) will not be implemented.
CHILDREN'S IMPACT STATEMENT:
The contract supports three of the five community outcomes established in the Children's
Report Card: 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe,
Stable and Nurturing"; and, 5) "Communities that are Safe and Provide a High Quality of
Life for Children and Families" by providing immediate paid short term entry level work
experience to CalWORKs Welfare-to-Work participants.
