APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to transfer fiduciary responsibility and the remaining balance of funds in the amount of
$75,000 on behalf of the County’s Zero Tolerance for Domestic Violence Initiative (ZTDV)
from Kaiser Foundation Hospitals, Northern California Community Benefit Programs
Division grants to The Tides Center in support of the West Contra Costa Family Justice
Center.
FISCAL IMPACT:
$75,000: 100% Kaiser Foundation Hospital Grant
BACKGROUND:
Contra Costa County’s Zero Tolerance for Domestic Violence Initiative is a lead partner in
the West Contra Costa Family Justice Center (FJC) Project. The Family Justice Center is a
one-stop multi service center for victims of domestic violence, sexual assault, child abuse,
elder abuse, or human trafficking. The development of the FJC is being coordinated by the
Zero Tolerance for Domestic Violence Initiative, STAND! For Families Free of Violence,
Community Violence Solutions, Bay Area Legal Aid, and the Richmond Police Department

with the support of the National
BACKGROUND: (CONT'D)
Family Justice Center Alliance, California Family Justice Initiative, and the Blue Shield of
California Foundation.
The (FJC) has been a project of Zero Tolerance for Domestic Violence, an initiative of the
Board of Supervisors housed in Contra Costa County’s Employment and Human Services
Department, since 2010. Over the last year, project stakeholders worked to identify a
sustainable, collaborative governance structure aligned with the project’s mission, vision,
and strategic plan. Project stakeholders participated in a facilitated process, informed by
counsel, national and state technical assistance providers and after much discussion, reached
consensus that neutral third party, non-member entity fiscal sponsorship was the governance
model most closely aligned with the project’s desired characteristics. In February, Tides
Center was selected as the neutral fiscal sponsor for the FJC project in part because of the
specialized services they offer to projects. Contra Costa County has approved Tides Center
as the sole source to be the West CC Family Justice Center Project Fiscal Agent. Since that
time, the FJC project has been working to move operations and funding sources to Tides for
ongoing oversight.
On August 25, 2011, Zero Tolerance received a grant for the West Contra Costa Family
Justice Center in the amount of $65,000.00 from Kaiser Foundation Hospitals, Northern
California Community Benefit Programs Division (Grant # 20623218) and on October 4,
2011, Zero Tolerance received an additional grant for the West Contra Costa Family Justice
Center in the amount of $10,000 from Kaiser Foundation Hospitals, Northern California
Community Benefit Programs Division (Grant # 20623143). The funds received from
Kaiser have not been spent to date.
Kaiser Foundation Hospitals, Northern California Community Benefit Programs Division
has agreed to transfer fiduciary responsibility for both of the above-mentioned awards to
Tides Center.
CONSEQUENCE OF NEGATIVE ACTION:
Zero Tolerance will be unable to use the funds for the Family Justice Center.
