SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Chairman to execute on behalf of the County, Novation Contract 424-751-40 with Phoenix Programs, Inc. in the amount of $1,446,473 for the period July 1, 1985 - June 30, 1986 for provision of residential, community living project, and Medi-Cal day treatment program services for mentally disabled adults. This contract includes a six-month automatic extension from June 30, 1986 through December 31, 1986 in the amount of $723,236 for the six-month extension period. II. FINANCIAL IMPACT: The Contract Payment Limit is fully funded in the Department's 1985-86 Budget (Cost Center 5942) . This contract is funded with approximately 18% Federal Medi-Cal funds, 67% State Short-Doyle funds, and 15% County funds as follows: Federal $ 2591446 State $ 970,989 County $ 216,038 $ 1,446,473 Included in the above funding is a 4% cost-of-living increase which is funded by the new State Short-Doyle Mental Health Augmentation funding that the County has received from the State Department of Mental Health for FY 1985-86. III . REASONS 'FOR RECOMMENDATIONS/BACKGROUND: On December 18, 1984, the Board approved Contract #24-751-38 with Phoenix Programs, Inc. for residential, community living, and Medi-Cal day treatment programs. The contract contained an automatic six-month contract extension through December 31, 1985. On December 17, 1985 the Board approved Contract Amendment Agreement 424-751-39, extending the contract through February 28, 1986. Novation Contract 424-751-40 replaces the eight-month extension under the prior contract and the amendment, continuing the contractor's services through June 30, 1986. These contract services are an important part of the County's continuum of care for mentally disabled adults in the central and western areas of the County. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) .
