HomeMy WebLinkAboutMINUTES - 04172012 - C.31RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 20993 to establish the class of Director of Mental Health Services (unrepresented), allocate it to the salary schedule at salary range B85 2344 ($10582.71 - $14,009.34), and add one (1) full-time position; and cancel the Assistant Director of Health Services position #7269 in the Health Services Department. FISCAL IMPACT: Upon approval, this action will result in a cost savings of approximately $892 per year. BACKGROUND: Currently, the Health Services Department uses the classification of Assistant Director of Health Services to perform functions of the Director of Mental Health. Due to the reorganization and creation of the new Behavioral Health Division, the recent retirement of the Mental Health Director, the need to do an extensive recruitment to fill the position, and the special qualifications requirement for Local Mental Health Directors under Title 9, Division 1, Chapter 3, Article 8 of the California Code of Regulations, the Health Services Department wishes to create a APPROVE OTHER RECOMMENDATION OF CNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE Action of Board On: 04/17/2012 APPROVED AS RECOMMENDED OTHER Clerks Notes: VOTE OF SUPERVISORS AYE:John Gioia, District I Supervisor Mary N. The cancellation of the existing vacant Assistant Director of Health Services position will entirely offset the cost of the new classification and position. The current County Ordinance “33-5.313 - Health-medical (d) The county (local) director of mental health services (Welfare and Institutions Code Section 5607, 9 Cal. Admin. Code Sections 620, 621 [Dir. of Local Mental Health Services] is excluded and is appointed by the board”, exempts this classification from Merit System. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the Department will not have a single position classification to recognize the unique functions of this position or the special state requirements.
