SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Chairman to execute on behalf of the County, Novation
Contract #24-728-41 with Rubicon Programs, Inc. in the amount of $405,406 for the
period July 1, 1985 - June 30, 1986 for provision of administrative services for
vocational and housing pograms, independent living program services, and .Medi-Cal
day treatment program services for mentally disturbed adults. This contract inclu-
des a six-month automatic extension from June 30, 1986 through December 31, 1986 in
the amount of $200,953 for the six-month extension period.

II. FINANCIAL IMPACT:
The Contract Payment Limit is fully funded in the Department's 1985-86 Budget (Cost
Center 5942) . This contract is funded with approximately 33% Federal Medi-Cal
funds, 62% State Short-Doyle funds, and 5% County funds as follows:

Included in the above funding is a 4% cost-of-living increase which is funded by
the new State Short-Doyle Mental Health Augmentation funding that the County has
received from the State Department of Mental Health for FY 1985-86, and an increase
in the Federal funding in order to maximize the Federal Medi-Cal revenues that are
available at no additional cost to the County, placing the Contractor at risk for
serving a sufficient number of Federally-eligible clients to earn the Federal
Medi-Cal revenue.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On December 18, 1984, the Board approved Contract #24-728-38 with Rubicon ,Programs,
Inc. for vocational services, independent living, administrative services/housing
program, and Medi-Cal day treatment programs. The contract contained an automatic
six-month contract extension through December 31, 1985. On October 29, 1985 the
Board approved Contract Amendment Agreement #24-728-39 and on December 17, 1985,
approved Contract Amendment Agreement #24-728-40 which extended the contract
through February 28, 1986. Novation Contract #24-728-41 replaces the eight-month.
extension under the prior contract and the two Contract Amendment Agreements, and
continues the contractor's services through June 30, 1986.

This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of

Services Department).
