SUBJECT: Approval of Novation Contract 4424-336-3 with ��-+

SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairman to execute on behalf of the County, Novation
Contract 424-336-3 with California Health Associates, Inc. in the amount of $40,000
for the period July 1, 1985 - June 30, 1986 for provision of outpatient heroin
(methadone) detoxification services to County residents eligible under the Basic
Adult Care (BAC) program. This document includes a six-month automatic extension
from June 30, 1986 through December 31, 1986 in the amount of $20,000. '
II. FINANCIAL IMPACT:
The source of funding for this contract is the Contra Costa Health Plan. The funds
have been contracted to the Alcohol/Drug Abuse/Mental Health Division for the pur-
pose of reimbursing the Division for the provision of these services. The $40,000
payment limit represents an increase over last year's contract amount by $10,000,
because client service utilization was far greater than expected for FY 84-85. The
contract payment limit is increased to cover the anticipated service utilization in
FY 85-86 by BAC eligible clients.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On .April 9, 19852 the Board approved Contract 4424-336 with California Health
Associates, Inc. for outpatient heroin detoxification services. Contract 4424-336
contained an automatic six-month contract extension through December 31, 1985.
On December 17, 1985 and January 28, 1986, the Board approved Contract Extension
Agreements 4424-336-1 and #24-336-2 extending the contract through February 28,
1986. Novation Contract 424-336-3 replaces the extensions effective July 1, 1985
and continues contractor's services through June 30, 1986. California Health
Associates, Inc. is the sole provider of this service in the County.
The need for providing a medically safe detoxification from opiate addiction is
well documented. This mandatory service must continue to be provided to clients
who meet the financial and clinical eligibility requirements for the service, as
part of the County's responsibility for providing health care services for medi-
cally indigent adults (MIA's). This service was reimbursed under regular Medi-Cal
prior to the assumption of responsibility for MIA's by counties three years ago.
This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department) .
