ADOPT Resolution No. 2012/134 approving and authorizing the Public Works Director, or
designee, to fully close Vasco Road between Camino Diablo and the Alameda/Contra Costa
County line, for six (6) weekends between August 2012 and November 2013, beginning at
8:00 P.M. on a Friday and ending at 4:00 A.M. on the following Monday, and execute
Roadway Encroachment Permits issued by the City of Livermore, County of Alameda and
Caltrans for the purpose of Vasco Road Safety Improvements - Phase 2 (County Project
No.: 0662-6R4255-10), Brentwood area. (District III)
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
In order to construct the Vasco Road Safety Improvements Phase 2 project, the County’s
Contractor will need to fully close Vasco Road for up to six total weekends, beginning at
8:00 P.M. on a Friday and ending at 4:00 A.M. the following Monday. The allowance of the
weekend closures will reduce the total number of working days to complete the project, thus

BACKGROUND: (CONT'D)
construction related impacts to the traveling public. A coordinated program will ensure
that those impacted by the closures are informed in advance with message boards on
freeways and local roads, press releases to various media, notice to emergency services,
and a well-marked detour route coordinated with the various agencies.
As a part of the project work, temporary traffic control, including warning signs and
detour signs, will need to be placed on
adjacent roadways located within unincorporated areas of the County of Alameda, within
the City Limits of
the City of Livermore, and on adjacent State highways under the jurisdiction of Caltrans.
For roadway encroachment permit applications, the above agencies may require the
County to sign indemnification
language that would generally require the County to defend and indemnify the agencies
for any accidents or
damages resulting from the traffic control activities. Given the minor and temporary
nature of the traffic control
activities, the indemnification requirements would involve a relatively low risk to the
County and would
in any event, be covered by the general contractor’s liability insurance. In addition,
County staff plans to work with the above
agencies to replace the roadway encroachment permits initially obtained by the County
with those subsequently
obtained by the County’s general contractor for this project.
CONSEQUENCE OF NEGATIVE ACTION:
The County’s Contractor will be unable to close Vasco Road for construction activities
during the lighter weekend traffic periods and result in a lengthening of the total number
of working days to complete the project.
