SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Fiscal Year 1985-86 Novation Contract #24-297-14 with California Health Associates, Inc. for the continued provision of methadone maintenance clinic services, with a Contract Payment Limit of $516,202 for the period from July 1, 1985 through June 30, 1986 (including provision for an automatic six-month extension, with a six-month Payment Limit of $245,600 for the period from July 1, 1986 through December 31, 1986). II. FINANCIAL IMPACT: This Contract is funded with approximately 45.5% Federal funds (Block Grant and Medi-Cal), 52% State Drug Program Funds, and 2.5% County matching funds.. The payment limit includes a $33,108 increase over the FY 85-85 contract amount, repre- senting an increase in the Federal funding in order to maximize the $150,000 in Federal Medi-Cal revenues that are available at no additional cost to the County and placing the Contractor at risk for serving a sufficient number of Federally- eligible clients to earn the Federal Medi-Cal revenue. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On April 9, 1985 the Board approved Contract 424-297-11 with California Health Associates, Inc. for methadone clinic services. Contract #24-297-11 contained an automatic six-month contract extension through December 31, 1985. On December 17, 1985 and January 28, 1986, the Board approved Contract Extension Agreements #24-297-12 and 424-297-13 extending the contract through February 28, 1986. Novation Contract #24-297-14 replaces the extensions . effective July 1, 1985 and continues contractor's services through June 30, 1986. Outpatient methadone maintenance has been a treatment option for opiate addicts in Contra Costa County since 1972. The value of outpatient methadone treatment in the maintenance and treatment of opiate addicts is well documented. Outpatient metha- done maintenance services were contracted to California Health Associates, Inc. in FY 1982-83. This contract has proved to be cost effective, and the levels of ser- vice adequate. This document has been approved by the Department's Contracts and Grants Administrator in accordance with the guidelines approved by the Board's Order of December 1, 1981 (Guidelines for contract preparation and processing, Health Services Department) .
