Spooner, Contracts Administrator Cx)sta DATE; February 12, 1986 coirty SUBJECT: Approval of Contract #29-435-7 with State Department of •Alcohoa and Drug Programs for the School-Community Primary Prevention Program SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Contract #29-435-7 (State #D-023-5) with the State Department of Alcohol and Drug Programs for the period November 1, 1985 - October 31, 1986, with a payment limit of $81,952, for the continuation of the School-Community Primary Prevention Program. II. FINANCIAL IMPACT: This program is funded 100% by State funds available through SBO110. $1,769 or 2.2% of the contract payment limit is allocated to 'County Administration' to cover some of the County's administrative costs. No match of County funds is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The County successfully competed in 1983 for funds available for three-year grants under SB1409 "School-Community Primary Prevention Program". The State has renewed funding for this program through SBO110. The program has operated successfully in the County through a subcontract , #24-301, with the Center for Human Development and has been expanded .through innovative community leadership training workshops. On January 15, 1985 the Board approved Contract #29-435-4 with the State Department of Alcohol and Drug Programs for the School-Community Primary Prevention Program. The Board subsequently approved amendments to the contract on April 30, 1985 and October 15, 1985. Contract #29-435-7 (State #D-023-5) allows for continuation of this program. The Board Chairman should sign nine copies of the contract, eight of which should then be returned to the Contracts and Grants Unit for submission to State Department of Alcohol and Drug Programs. Dehaesus ClJl ltr Director of Community Development C^sta DATE: February 3 , 1986 County SUBJECT: Approval of Community Development Block Grant (CDBG) Program Project Agreement and Reallocation of Certain Funds SPECIFIC REQUEST(S) OR RECOMMENDATION(S) a BACKGROUND AND JUSTIFICATION RECOMMENDATION: That the Chairman approve the Eleventh Year ( 1985-86 ) CDBG Program Project Agreement with West Contra Costa YMCA, Inc. , incorporating an additional $9 ,635 reallocated from the CDBG Contingency Fund increasing the payment limit from $12,500 to $22 , 135. FINANCIAL IMPACT: None (100% Federal Funds, HUD) BACKGROUND: The West Contra Costa YMCA received approval from the Board on June 4, 1985 for handicap access and ramp improvements for two restrooms at the Pinole Family YMCA with an allocation of $12 , 500. Subsequently, when bids were received on this project, the low bidder was $14,635 over the allocation. The Housing and Community Development Advisory Committee approved an additional $9, 635 from Contingency at their regular meeting on December 9 , 1986. The YMCA will rebid the project with a reduced scope of work.
