FISCAL IMPACT: No fiscal impact to the County by accepting this report. BACKGROUND: The Contra Costa County Public Law Library Board of Trustees meets at noon on the last Thursday of each month at 1020 Ward Street, 1st Floor, Martinez, CA 94553. The attached report was developed by the Public Law Library Director and highlights the Board's 2011 activities and 2012 work plan, goals and objectives. AgendaQuick©2005 - 2022 Destiny Software Inc., All Rights Reserved 1 CONTRA COSTA COUNTY PUBLIC LAW LIBRARY ADVISORY BODY 2011 ANNUAL REPORT TO CONTRA COSTA COUNTY BOARD OF SUPERVISORS ADVISORY BODY: Contra Costa County Public Law Library Board of Trustees MEETING TIME: 12:15 p.m. on the last Thursday of each month is the normal meeting time. In the case of a meeting date conflicting with a holiday, the meeting is scheduled one week earlier in the month. LOCATION: Contra Costa County Public Law Library 1020 Ward Street, Floor 1 Martinez, CA 94553 PRESIDENT DURING REPORTING PERIOD: Hon. Susanne Fenstermacher STAFF PERSON: Carey Rowan, Library Director REPORTING PERIOD: January 1- December 31, 2011 I. ACTIVITIES / ACCOMPLISHMENTS: Administration: 9 The Board of Trustees met publicly during each month of the year, in accordance with state law. Service: 9 Serving Contra Costa County out of three locations, the law library staff interacted with more than 37,000 people seeking services, either by telephone, email, fax, or in person. 9 More than 28,000 people visited the law library during the year. 9 Approximately 5,000 questions were fielded during the year. Staffing: 9 Staffing for the 3 full-time branches consists of 5 full-time staff members. 9 Extra help (hourly) workers are utilized to supplement the full-time staff, especially in times of staff absence. 9 Five people were added to our Extra-help roster, so as to prevent closure of any branches during staff absences. 9 The library also hosted two interns during the past year. Outreach: 9 Once again, the library targeted senior citizens for outreach. We staffed a table at the annual Richmond Senior Health and Information Fair, which afforded the opportunity to meet seniors and other people within the community, and distribute brochures and other information about the law library. 9 The legal community was also targeted for outreach. Letters and brochures were sent to law firms and attorneys throughout the county to inform them of the library’s resources and services available in the three locations. 9 The law library also partnered with the Family Law section of the court to train public service staff in the county public library about legal resources in the community, court services, and the offerings of the law library so that staff feels more comfortable in working with patrons who present with legal information requests. 2 TRUSTEE II. PROPOSED WORK PLAN / OBJECTIVES FOR 2012 A. The library’s goals for 2009-2012 are specified in the Strategic Plan: • Provide free access to legal information throughout the county and work with the courts, government, public libraries, educational institutions and the community to expand services to all users groups. • Provide a relevant, integrated, balanced collection of material in a variety of formats designed to meet the needs of all user groups, and provide trained staff to assist users in accessing the using the material. • Ensure adequate infrastructure within the library, including providing and maintaining reliable, up-to-date technology to meet the diverse needs of library staff and library users. • Develop and implement specific collections, programs and services designed to meet the needs of self-represented litigants. • Strengthen community awareness of the role and value of the law library. • Work with public libraries throughout the county to make certain that all libraries are equipped to provide basic legal reference and research assistance to users. • Ensure long-term funding for the county law library system. B. The following areas have been identified for concentrated effort during 2012: • Public service to the bar, the bench and the community will remain the law library’s top priority. • The law library will continue to engage in outreach. • Staff will work with the Board of Trustees to draft a new strategic plan since the current plan expires at the end of 2012. • Staff will work with the Board of Trustees to review and update our current bylaws. • The library’s website will be redesigned. C. The law library is prepared to meet the challenges of 2012.
