APPROVE and AUTHORIZE the Contra Costa Public Works Early Childhood Center,
Kids at Work, to provide child care services for families referred by the Employment and
Human Services Department, the Child Care Council or other third party agencies that
provide funding for child care to low-income families.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
On June 27, 1995, the Board of Supervisors authorized the Public Works Director to
execute a license agreement with Contra Costa Public Works Early Childhood Center, a
California non-profit corporation, for the development and operation of a child care facility
for care of children of County employees, in a County owned facility. Kids at Work has
continued to operate since then, providing quality childcare and preschool services to
County employees, and remaining a viable and vital enterprise. In 2011, the Board of
Supervisors authorized expansion to provide child care services to other public agencies.
Recently, Kids at Work was approached by a family referred

provide child care services for employees of the County or other Public Agencies, Kids at
Work is not able to meet the needs of third party agencies that provide funding for child care
to low-income families.
At this time Kids at Work has capacity for additional children and, if authorized, would be
able to help meet the child care needs of low-income families funded through third party
agencies. If there is a time when Kids at Work is operating at capacity, priority for new
enrollment would be given to County employees.
CONSEQUENCE OF NEGATIVE ACTION:
Kids at Work would not be able to provide child care services for low-income families
funded through third party agencies.
CHILDREN'S IMPACT STATEMENT:
Families that are Economically Self-Sufficient.
