M347 .6/82 A D R A F T Proposed Salary: C5-1480 ($1995-2425) Contra Costa County February 1986 FLEET MATERIALS SUPERVISOR DEFINITION: Under general direction, to be responsible for the General Services Department's Fleet Management Division's inventory to include purchase, receipt, issuance, storage and loss control of automotive and road maintenance supplies, parts and equipment; to issue and monitor use of gasoline credit cards and equipment gasoline cards; to handle contracts and insurance for equipment rentals; to plan, organize and supervise the work of subordinate personnel ; and to do related work as required. DISTINGUISHING CHARACTERISTICS: This class is distinguished from that of Automotive Parts Technician in that the latter receives , inspects , stores and issues automotive supplies, parts and equipment under the direction of the Fleet Materials Supervisor, who has the overall responsibility for management of the inventory including supplies, parts, equipment, fuel , oil and protective gear. The Fleet Materials Supervisor also prepares related paperwork and interfaces with managers from other divisions and County departments to provide supportive services related to the purchase, rental , issuance or ordering of automotive supplies , parts and equipment. TYPICAL TASKS: - Plans, organizes, directs and controls the order, receipt, storage and distribution of automotive and roads and grounds maintenance supplies , parts and equipment; - Reviews and recommends effective and efficient methods for inventory control including levels and types of items to keep in stock and those which are purchased from vendors as needed; - Receives requests, initiates requisitions and follows up with the Purchasing Division to ensure .that items are received in a timely manner; - Contacts 'vendors, as needed, to ensure orders are accurate, timely and cost effective; - Makes recommendations to users and Equipment Mechanics on the cost, availability, substitution and other factors which impact on the items to be included in the inventory, including special orders; - Monitors contracts with outside vendors and service agencies; Supervises subordinate staff in the purchase, receipt, issuance and storage of automotive supplies , parts and equipment and evaluates their performance; Handles the issuance and monitoring of gasoline credit cards and equipment gas cards for the County gas pumps; - Handles equipment contracts and ensures that there is proper insurance coverage for equipment rentals; Supervises and assists in the taking of periodic physical inventories including checking and reconciling inventory records with actual stock; Maintains records and prepares reports as required. MINIMUM QUALIFICATIONS: License Required: Valid California Motor Vehicle Opera.tor.'s License. Education: Possession of a high school diploma, G.E.D. equivalency or a high school proficiency certificate. Experience: Three years of full-time or its equivalent experience in the operation of an automotive parts facility which must have included both automotive and heavy equipment parts, general supplies and materials. Knowledge of: - Inventory management to include purchase, receipt, issuance and storage of automotive supplies, materials , parts and equipment; - Road and grounds maintenance supplies, safety equipment and protective clothing; - Current principles of supervision and organization; - Accepted methods of inventory control ; - Purchasing and the related paperwork. Ability to: - Plan, organize, direct and control receipt, storage and distribution of the automotive supplies, parts and equipment for the Fleet Management Division; - Issue and monitor the use of gasoline credit cards; - Handle contracts. for equipment rentals; Establish and maintain effective working relationships with vendors , users, co-workers and other employees ; Effectively supervise and direct the work of subordinate staff; Prepare reports and keep accurate records . Class Code: 2/11/86 SP:sr cc: General Services HDC, WPH, RKH, WGR, SB, EK Safety i Departmental Approval Date /�— Director of Personnel Date D R A F T Proposed Salary: C3-1447 ($2128-2347) Contra Costa County February 1986 FLEET EQUIPMENT SPECIALIST DEFINITION: Under direction to develop and maintain records for the County fleet of automotive vehicles and construction equipment; to assist in the identification of equipment and vehicles for disposal and preparation of related paper work; to receive, maintain and distribute vehicle accident reports for insurance claims and to provide cost estimates ... photographs and repair orders; to handle equipment and vehicle paperwork transactions with the Department of Motor Vehicles (DMV) ; to be the County representative in Small Claims Court cases related to vehicle accidents ; and to do other related work as required. DISTINGUISHING CHARACTERISTICS : Under direction from the Fleet Manager, this single position class of Fleet Equipment Specialist is distinguished from Equipment Services Writer in that the former has overall responsibility for the record maintenance of all the County's vehicles and construFtion equipment; handles insurance claims' reports, accident reports and DMV paperwork related to registration, licensing and disposal of County vehicles and equipment; and represents the County in Small Claims Court. This position provides technical direction to the Equipment Services Writer on maintenance records. TYPICAL TASKS: Develops, maintains and provides reports on vehicle assignment, insurance, utilization, mileage, fuel usage, history, depreciation and replacement; - Handles all DMV activities including registration, licensing, title acquisition, application for undercover license plates and disposal of vehicles and equipment; - Identifies equipment for disposal and prepares appropriate paperwork including fixed asset releases; - Receives all vehicle accident reports , makes investigations of accidents to incli!de photographs , provides estimates of damage and ensures that all necessary accident claims and reports are sent to the County Administrator's Office; - Handles traffic payments for citations of County vehicles; - Represents the County on accident claims in Small Claims Court. c MINIMUM QUALIFICATIONS: License Required: Valid California Motor Vehicle Operator' s License. Education: Possession of a high school diploma, G.E.D. equivalency or a high school_ proficiency certificate. Experience: Two years of full-time or its equivalent experience in the maintenance of records for automotive and construction equipment or in the determination of customer vehicle complaints and scheduling of vehicles for service repair in a vehicle service center. Knowledge of: The types, uses, maintenance and records required for automotive vehicles and construction equipment; - Department of Motor Vehicles (DMV) requirements for vehicle registration and licensing; Basic supervision. Ability to: Establish and maintain accurate records, including computer reports relating to the use, maintenance, insurance and disposal of automotive vehicles and construction equipment; - Make recommendations regarding utilization and maintenance requirements of automotive vehicles and construction equipment; Evaluate accident reports, prepare estimates of repair costs and provide follow up; Provide fleet data for management reports and decision making; - Represent the County in Small Claims Court; Effectively respond to users of the Fleet Management Centers; Work with other staff in the Fleet Management Division.
