Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract Amendment Agreement #23-051-10 with Neighborhood House of
North Richmond, a non-profit corporation, effective March 1, 2012, to amend Contract
#23-051-9, to increase the payment limit by $17,672, from $120,675 to a new payment limit
of $138,347, with no change in the original term of July 1, 2011 through June 30, 2012.
FISCAL IMPACT:
This amendment is funded 100% by Federal Substance Abuse/Mental Health Services
Administration (SAMHSA). (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing
SAMHSA-required alcohol and drug abuse treatment services, including residential
treatment, intensive day treatment, and detoxification services to homeless individuals at
Brookside Shelter.
On June 21, 2011, the Board of Supervisors approved Contract #25-051-9 with

BACKGROUND: (CONT'D)
July 1, 2011 through June 30, 2012, for the provision of substance abuse treatment services
to County’s homeless clients.
Approval of Contract Amendment Agreement #25-051-10 will allow the Contractor to
provide additional treatment services through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, Contractor will not be able to meet the demand for
substance abuse treatment services for homeless individuals at Brookside Shelter.
