Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract Amendment Agreement #23-432-8 with Beacon Partners, Inc., a
corporation, effective December 1, 2011, to amend Contract #23-432-7, to increase the
payment limit by $800,800, from $400,000 to a new payment limit of $1,200,800, with no
change in the original term of August 1, 2011 through July 31, 2012.
FISCAL IMPACT:
This amendment is funded 100% by the Medicare and Medicaid Electronic Health Records
(EHR) Incentive Program of the American Recovery and Reinvestment Act (ARRA) and
Delivery System Reform and Incentive Pool (DSRIP) funding. No County match required.
(No rate increase)
BACKGROUND:
On September 13, 2011, the Board of Supervisors approved Contract #23-432-7 with
Beacon Partners, Inc., for the period from August 1, 2011 through July 31, 2012, for the
provision of professional consultation and technical assistance to the County’s Information
System

BACKGROUND: (CONT'D)
Director with regard to project analysis and implementation of hospital clinical applications
at Contra Costa Regional Medical Center and Health Centers.
Approval of Contract Amendment Agreement #23-432-8 will allow the Contractor to
provide additional services through July 31, 2012, and to specify a payment limit for
reimbursement of Contractor’s out-of-pocket expenses.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, the County will not be able to deploy, configure, test and
install Epic in accordance with the Project deliverables.
