APPROVE a Lease with Skillcraft, Inc. for a three (3) year term beginning April 1, 2012 and ending March 31, 2015, for approximately 10,660 square feet of office space at 1875 Arnold Drive, Martinez, at a rent of $10,300 per month, for continued occupancy by the Employment and Human Services Department, under the terms and conditions set forth in the Lease. 2. AUTHORIZE the Director of Public Works, or designee, to EXECUTE the Lease, and to EXERCISE any additional options to the Lease. 3. DETERMINE that the project is a Class 1(a) Section 15301 Categorical Exemption under the California Environmental Quality Act (CEQA). (CP#11-16; WLP716) 4. DIRECT the Department of Conservation and Development Director, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the Director of Public Works, or designee, to arrange for the payment of the handling fees to the Department of Conservation and Development and County Clerk for filing of the Notice of Exemption. Bueren, Public Works Director Date:March 27, 2012 Contra Costa County Subject:1875 ARNOLD DRIVE, MARTINEZ - LEASE FOR THE EMPLOYMENT AND HUMAN SERVICES DEPARTMENT FISCAL IMPACT: The Lease will obligate the County to pay total rent of $364,680, and total maintenance expenses of approximately $178,600, over the three (3) year term. The Lease costs were anticipated and budgeted in the Employment and Human Service Department’s fiscal year 2011/12 budget. (90% Federal and State funding, and 10% County funding.) BACKGROUND: The County has leased this building since February 2001 for occupancy by the Employment and Human Services Department (EHSD). EHSD provides Independent Living Skills workshops and programs for the entire County at this location. This action extends the Lease for a 3-year term for EHSD’s continued use. CONSEQUENCE OF NEGATIVE ACTION: The Lease will not be extended, Independent Living Skills services will not be provided from this central county location, and other facilities will have to be identified to provide those services. CHILDREN'S IMPACT STATEMENT: No impact.
