ADOPT Position Adjustment Resolution No. 21063 to add one Sheriff’s Director of Support
Services (6AFE) position at salary level ZA5 1784 ($6078.43 - $7388.37) to the Support
Services Bureau – Administrative Services Unit in the Office of the Sheriff.
FISCAL IMPACT:
No additional net County cost. Upon approval of this action will result in $169,740, which
will be offset by a reduction in contracted services and per diem expenditures.
BACKGROUND:
As part of the process of the Office of the Sheriff’s reorganization, the Office of the Sheriff
will add a Sheriff’s Director of Support Services to the Support Services Bureau-
Administrative Services, to oversee the Recruiting and Background Units. The cost for the
Director will be offset by the cancellation of the Background Manager’s contract and by
reducing the number of per diem services, to

Historically, the Background's Unit Manager has been a contracted position within the
Office of the Sheriff. As part of the current reorganization, the Recruiting and
Backgrounds unit was moved to the Support Services Bureau in addition to the Inspection
and Control Unit, the Law Enforcement Training Center, the Recruit Academy and
Range. The Administration and Training Captain's duties have been consolidated into one
Captain position, and the addition of a permanent full-time Director (civilian equivalent
of Lieutenant) to oversee the day-to-day operation of the Recruiting and Backgrounds
unit will ensure operational and procedural consistency and efficiency.
The transition from a contractor to a full-time employee will also enable the unit to
consolidate tasks and reduce the dependency on, and costs of, per diem background
investigators. The duties of the Director will include assisting in the administration of
background investigations and the administration of polygraph exams.
CONSEQUENCE OF NEGATIVE ACTION:
Office of the Sheriff may experience delays in the timely completion of background
investigations for critical hiring classifications - Deputy Sheriff Recruit and Sheriff
Dispatcher I & II. Currently the backgrounds unit is managed by a contractor who has
submitted their letter of intent to enact their 30-day service contract cancellation, per the
contract terms and conditions.
