ADOPT Position Adjustment Resolution #21067 to add two (2) Aging and Adult Senior
Staff Assistant (XQVB) (represented) positions at salary level ($5,281-$6,419) and cancel
two (2) Social Services Program Assistant (XOSA) (represented) positions #14516 and
#14517 in the Adult and Aging Services Bureau of Employment and Human Services
Department.
FISCAL IMPACT:
Per Fiscal due to a reevaluation of the division needs, two SSPA positions will be cancelled
and two AA Senior Staff Assistants added to better suit the new business model. There is a
slight increase in S & B but the MediCal allocation can sustain the increases due to current
and historically underspent allocations. 100% Medi-Cal funded.

BACKGROUND: (CONT'D)
to add and fill two (2 FTE) Adult and Aging Senior Staff Assistant positions and cancel
two (2) SS Program Assistant positions 14516 and 14517 in the Adult and Aging
Services Bureau.. Due to the new business model, multi-program worker development,
casework quality assurance efforts and ongoing operation needs the Department needs to
add these positions to assure effective service delivery to all applicants and recipients.
The A&A Sr. Staff Assistants will provide support at the MediCal Service Center’s
continuing benefits services, Eligibility Worker Training Units, and On-the-Job Training
Unites located in West and East county. They will support the Program/Policy Analysts
responsible for guiding Intake and Continuing services for the entire Department. Their
duties will include review and analysis of State and Federal regulatory material and
legislation, analysis of statistical information pertaining to adult and aging services,
gathering and review of data concerning program standards and preparation of written
reports and correspondence and provide supervision/work direction to other staff.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, it could be costly to the Department’s operation and
training. It may also negatively affect the service delivery to all Contra Costa county
applicants and recipients.
