ADOPT Position Adjustment Resolution No. 21017 to reclassify one (1) SR Business
Systems Analyst (LTVJ) (represented) position #14176 and incumbent to Business Systems
Manager (LTNE) (represented) at salary level $6,711-$8,157; and one (1) Administrative
Aide (AP7A) (unrepresented) position #13230 and incumbent to Administrative Services
Asst. II (APVA) (represented) at salary level $4,476-$5,440 in the County Administrator's
Office.
FISCAL IMPACT:
The recommended action is estimated to cost $14,250 on an annualized basis, inclusive of
an estimated annual increase in retirement costs of $3,328. The increased cost can be
accommodated within the department's current authorized budget.

BACKGROUND: (CONT'D)
for developing, coordinating, and installing automated information systems for justice
departments, including project management, training, and technical assistance. The unit
was staffed in the capacities of Business Systems Manager and Business Systems Analyst
for many years by career County or Court employees, who had many years of experience
working directly with County justice systems and business processes.
With the retirement of these staff over the last five years, the positions were downgraded
and recruited to ensure a broad applicant pool. The current incumbents have acquired the
requisite knowledge and on-the-job experience and have been, by necessity, performing
at levels beyond their current job classifications. It is recommended, therefore, that the
positions be reclassified from the current classifications: Senior Business Systems
Analyst and Administrative Aide, to Business Systems Manager and Administrative
Services Assistant II, respectively, in order to compensate the employees commensurate
with their job duties.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the employees will continue to perform at levels beyond
their current job classification.
