ADOPT Position Adjustment Resolution No. 21010 to retitle the classification of Chief
Deputy Agricultural Commissioner/Sealer of Weights and Measures-Exempt to Assistant
Agricultural Commissioner/Sealer of Weights and Measures-Exempt, and reallocate to
salary schedule at salary level B85 1923 ($6975.22 - $8478.52) in the Agriculture
Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of approximately $2,629, including
pension costs of $621. The cost associated with this action will be offset by the current
budgeted salary for the Chief Deputy Agriculture Commissioner/Sealer of Weight and
Measures which has been vacant for over two years.
BACKGROUND:
The retitle of the classification from Chief Deputy Agricultural Commissioner/Sealer of
Weights and Measures-Exempt to Assistant Agricultural Commissioner/Sealer of Weights
and Measures - Exempt is in line with the terminology used in most counties and less
confusing for prospective candidates. Recruitment and retention have been difficult due to

BACKGROUND: (CONT'D)
and the current salary. Current salary is below the median in comparison to other County
Agricultural Department classifications. Reallocating the salary will improve the number
of qualified candidates, as well as retain personnel. The Agricultural Department is also
proposing to revise the current minimum qualifications to allow for the possession of at
least one of the two required licenses upon appointment and within two years employee
would have to obtain the second California State license. Current minimum qualifications
require applicants to possess both State Agricultural Commissioner's license and a State
Sealer of Weights and Measures license at the time of applying. According to the State of
California Department of Food and Agriculture license records there are very few
candidates statewide that have both required licenses. Human Resources recommends
approving the change of current minimum qualifications and the reallocationof the salary
in order to increase the applicant pool and retent personnel.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to act on this item will result in increased difficulty to fill this position.
