(District II) FISCAL IMPACT: No fiscal impact to County funds. The funds to be released are developer fees that have been held on deposit. BACKGROUND: The developer, Shapell Industries of Northern California, has completed the improvements per the Subdivision Agreement, and in accordance with the Title 9 of the County Ordinance Code.
