HomeMy WebLinkAboutMINUTES - 03272012 - C.10RECOMMENDATION(S): AUTHORIZE the Public Works Department on behalf of Contra Costa County (County) to submit an application requesting Safe Routes to School Program funds for the Canal Road Pedestrian and Bicycle Improvement Project and APPROVE the Chair of the Board to sign a letter of support on behalf of the Board of Supervisors. (District V) FISCAL IMPACT: If application is approved, the County may be granted up to $450,000 toward the $1,400,000 project budget. There is a 10% County match requirement which would total up to $45,000 and would be funded entirely by Area of Benefit fees. BACKGROUND: The project consists of construction of bike lanes on both sides of Canal Road for approximately 2,700 feet from Bailey Road to Loftus Road. Bueren, Public Works Director/Chief Engineer Date:March 27, 2012 Contra Costa County Subject:Safe Routes to School Program funds for the Canal Road Pedestrian and Bicycle Improvement Project BACKGROUND: (CONT'D) will fill a gap in the existing sidewalk facilities. Additional improvements include curb ramps, speed feedback sign and additional pavement markings as needed to facilitate the school commute. The Canal Road Pedestrian and Bicycle Improvement Project will provide an important link in the pedestrian and bicycle network as requested by Bay Point residents. Residents have been interested in implementation of this project to provide access to the BART Rail and Transit Center at Bailey Road and connect to Bel Air Elementary School. There is a 2,000 foot gap in the existing sidewalk along Canal Road between Bel Air Elementary School and Emerald Cove Drive. Pedestrians currently must walk within the traveled way or on the uneven earth shoulder. This gap in pedestrian facilities serves as a barrier to wheelchair users. If funded, the proposed project would provide a complete connection for Bay Point and Pittsburg residents which will expand transportation mode choices to include walking, bicycling, rail or bus. Filling this gap will facilitate low income residents to commute to school or work and reach any desired destination in the Bay Area. The Service Area is an area in need as reflected by the poverty level of approximately 50% per census. The project will serve the communities of Bay Point and Pittsburg as improvements on Canal Road will improve accessibility for residents in Bay Point and Pittsburg who want to travel to Bailey Road and the BART Rail and Transit Center. The project location is Canal Road from Bailey Road to Emerald Cove Drive. The project has the support of Bel Air Elementary School and the San Francisco Bay Area Rapid Transit System. CONSEQUENCE OF NEGATIVE ACTION: Delay in authorization will eliminate chances for receiving funding for this project.
