APPROVE the 2012 Slurry Seal and Terminal Blend Project and AUTHORIZE the Public
Works Director, or designee, to advertise the project [DCD-CP#12-11] Project No.:
0662-6R4105/0672-6U2170.
FIND the project is a California Environmental Quality Act (CEQA), Class 1(c) Categorical
Exemption, pursuant to Section 15301(c) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with
the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to
Conservation and Development for processing, and a $50 fee to the County Clerk for filing
the Notice of Exemption.

Subject:Approve and Authorize 2012 Slurry Seal and Terminal Blend Project and make related findings under
CEQA, North Richmond and Tara Hills area
FISCAL IMPACT:
The North Richmond Area is funded 50% RDA funds and 50% Local Road Funds. The
Tara Hills area is funded 85% Local Road Funds and 15% Cal Recycle Rubberized
Asphalt Concrete Chip Seal Grant Program.
BACKGROUND:
The purpose of the project is to use two pavement rehabilitation techniques - cape seal
and slurry seal on selected roadways in the North Richmond and Tara Hills communities
to rehabilitate existing roadways and improve the area’s transportation infrastructure. The
cape seal and slurry seal techniques prevent water from seeping under the pavement
which can cause rapid road deterioration. Both pavement rehabilitation techniques will
also defer more expensive repairs in the future and lengthen the life of the existing
roadway.
The proposed project consists of pavement grinding, crack sealing, pavement and base
failure repairs, striping, and the application of the cape and slurry seals. The project will
use Best Management Practices (BMPs) to ensure storm water inlets are protected. The
project will not create any new impervious surface areas.
The following roadways in North Richmond will receive a cape seal: Fred Jackson Way,
Market Avenue, Chesley Avenue, Truman Street, 4th Street, 5th Street, Giaramita Street,
6th Street, 7th Street, Grove Avenue, Silver Avenue, Verde Avenue, 2nd Street, 1st
Street, Alamo Avenue, Battery Street, Duboce Avenue, Gertrude Avenue, North Jade
Street, Ruby Avenue, Vernon Avenue, Sanford Avenue, Harold Street, Warren Drive,
West Grove Avenue, West Ruby Avenue, Willard Avenue, and York Street. The
following roadways in North Richmond will receive a slurry seal: Market Avenue,
Marcus Avenue, Malcolm Drive, Maya Way, Martin Drive, Henry Clark Lane, York
Street (only west half on the road), Lucy Lane, Ellison Lane, Spears Circle, and Reid
Lane. The following streets in the Tara Hills area will receive a cape seal: Tara Hills
Drive, Shawn Drive, Tralee Court, Rim Road, Sargent Avenue, Fisher Street, Fitzpatrick
Street, Shamrock Drive, Zandra Court, Sullivan Street, Mahan Way, Neal Court, Banion
Court, Draper Street, Kenney Drive, Shamus Court, McVicker Court, Nickel Street,
O’Donnell Drive, O’Connor Drive, O’Tool Way, Spencer Court, Spencer Place, O’Hatch
Drive, Kevin Road, O’Harte Road, Rim Road, Flannery Road, Dolan Way, Brian Road,
Kavanagh Road, Draper Street, McMorrow Road, Eire Drive, Dundee Road, Mayo
Court, Murphy Drive, Dublin Drive, Delmore Road, Cornelius Drive, Galway Road,
Doolin Court, Killarney Drive, Kerry Court and Ardmore Drive.
On major collector roads a minimum of one lane will be open for general access during
construction. Emergency vehicles will have access at all times. Utility relocations or
adjustments may be necessary in support of the project. Real property transactions may
be necessary in support of this project. Trees and shrubbery may need trimming
throughout the project area. No tree removal will be necessary.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.
CHILDREN'S IMPACT STATEMENT:
Not applicable.
