FIND the project is a California Environmental Quality Act (CEQA), Class 1(c) Categorical Exemption, pursuant to Section 15301(c) of the CEQA Guidelines, and DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption. FISCAL IMPACT: This project is funded by 100% Road Funds. Bueren, Public Works Director/Chief Engineer Date:March 27, 2012 Contra Costa County Subject:APPROVE the 2012 Kensington Area Microsurface Project and make related findings under the CEQA, Kensington area. BACKGROUND: The purpose of the project is to surface treat residential streets in the Kensington area. The mircosurfacing treatment will extend the pavement life of the roadways and defer more expensive repairs. The proposed project consists of surface preparation, stripe removal, placement of a surface treatment, and placement of thermoplastic striping. No work will occur outside the existing roadway. The project will maintain the existing drainage pattern and will not create new impervious areas. Appropriate Best Management Practices (BMPs) will be implemented to protect storm drain inlets. The streets to be rehabilitated are Lake Drive, Los Altos Drive, Grizzly Peak Boulevard, Plateau Drive, Canon Drive, Purdue Ave, Willamette Ave, Colgate Avenue, Columbia Avenue, Beloit Avenue, Trinity Avenue, Cambridge Avenue, Stanford Avenue, Yale Avenue, Amherst Avenue, Rugby Avenue, Vassar Avenue, St. Albans Road, Kenyon Avenue, Highland Boulevard, York Avenue, Windsor Avenue, Wellesley Avenue, Parkside Court, Yale Circle, Princeton Avenue and Westminster Avenue, and Oberlin Avenue. One lane will remain open during construction activities to maintain general access. Emergency vehicles will have access at all times. Utility relocations or adjustments may be necessary in support of the project. Real property transactions may be necessary in support of this project. Limited tree and shrub trimming may occur throughout the project area. No tree removal will be necessary. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. CHILDREN'S IMPACT STATEMENT: Not applicable.
