RECOMMENDATION•
Adopt a position of opposition to AB 2605 by Assemblyman Robinson
as introduced on January 6, 1986.
BACKGROUND:
Assemblyman Robinson has introduced AB 2605 which authorizes the
governing board of any school district to consolidate elections
of school board members with either the statewide primary or
general election. While the concurrence of the Board of
Supervisors is required for the consolidation, AB 2605 does not
appear to provide any grounds for the Board to deny
consolidation.
According to the Elections Supervisor, the wording of the bill,
which specifies that the election be held not more than seven
months subsequent to the election date prescribed by existing
law, would effectively require consolidation in the statewide
election in June. The primary ballot typically is the longest
and most complex ballot voted on in the County. Consolidation of
school board elections with the primary would add additional
ballot cards, and would thereby make the voting longer and more
complex and would, in many cases, add to the long lines of voters
at the precinct.
AB 2605 should be opposed unless it is amended to provide that
the Board of Supervisors may deny consolidation of the election
if, in the opinion of the Board, such consolidation would create
delays at polling places because of the length of the ballot. In
addition, the bill should be amended to permit consolidation at
the statewide primary or general election with the approval of
the Board of Supervisors. While the language of AB 2605 provides
for consolidation at either the primary or general election, the
additional language providing a seven-month limit effectively
precludes consolidation with the general election.
