Approve and authorize the Health Services Director, or his designee, to accept, on behalf of
the County, Grant Award #28-793-1 (HM-HMP-2361101) with the State of California,
California Emergency Management Agency, to pay the County an amount not to exceed
$40,000, for the Hazardous Materials Emergency Preparedness Grant Program, for the
period from October 1, 2011 through September 30, 2012.
FISCAL IMPACT:
This Grant Award Agreement will result in an amount not to exceed $40,000 from the State
of California, California Management Agency (CalEMA) for the County’s Hazardous
Materials Emergency Preparedness Grant Program. No County Funds required.
BACKGROUND:
The Federal Environmental Protection Agency (EPA) grants money to the State to prepare
Hazardous Materials Emergency plans (Plan) and the State sub grants this money to the
local jurisdictions. The County’s Hazardous Materials Program has been awarded a sub
grant from the State of California, California Emergency Management Agency (CalEMA),
to review and revise

the County’s existing plan, as appropriate. In accordance with the California Health and
Safety Code Section 25503, the Hazardous Materials Programs staff will conduct a
tri-annual review and revision of the current Hazardous Materials area plan. As a result of
the review and revisions, the Hazardous Materials Program will work collaboratively with
different Fire Departments and Districts, the Office of the Sheriff, and other local response
agencies in revising these plans.
Approval of this Grant Award #28-793-1 will allow funding to support the County’s
Hazardous Materials Emergency Preparedness Grant Program through September 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this grant award is not approved, the County’s Hazardous Materials Programs will not
receive funding to continue to review and revise the County’s existing plan.
