1. APPROVE a Lease with Cranbrook Realty Investment Fund, L.P., dba Muir Parkway
Office Center for the premises at 1320 Arnold Drive, Suite 261, Martinez, California
consisting of 6,656 square feet of office space, for a three (3) year term beginning on the
first day of the month following County’s occupancy, at a monthly rent of $8,320, as
requested by the Health Services Department.
2. AUTHORIZE the Director of Public Works, or designee, to EXECUTE the Lease, and
any extensions on behalf of the County.
3. DETERMINE the project is a Class 1(a) Section 15301 Categorical Exemption under the
California Environmental Quality Act (CEQA).
4. DIRECT the Department of Conservation and Development Director, or designee, to file
a Notice of Exemption with the County Clerk, and DIRECT the Director of Public Works,
or designee, to arrange for the payment of the handling fees to the Department of
Conservation and Development and County Clerk for filing of the Notice of Exemption.

FISCAL IMPACT:
Approval of the Lease will obligate the County to pay $311,508 for the three-year term of
the Lease. The new rent represents a decrease of 40% from the previous rent. (Enterprise
Fund I Budget)
BACKGROUND:
The Health Services Department currently operates its Personnel Division in 4,128 of office
space at the building located at 1320 Arnold Drive, Suite 261, Martinez. Health Services
wants to expand the Personnel Division by leasing adjoining space. This lease will add
2,528 square feet to the existing Personnel Division to operate a training center.
CONSEQUENCE OF NEGATIVE ACTION:
If the Lease is not approved, the Health Services Department will not add a training center
for its Personnel Division, and other arrangements will have to be made to accommodate
their needs.
