ACCEPT report from the Planning Integration Team for Community Health (PITCH) on
accomplishments to date and future health-related land use activities and transportation
planning in the County; and,
CONSIDER providing direction to PITCH on next steps for the coming year.
FISCAL IMPACT:
None to the General Fund. PITCH activities are substantially covered by grants and existing
budgets of the affected departments.
BACKGROUND:
On February 6, 2007, the Board of Supervisors approved the following:
1. Accepted a report and recommendations on the built environment and public health
prepared by a staff working group from Conservation and Development, Health Services,
and Public Works;

2. Acknowledged the impact of the built environment on public health;
3. Affirmed the Board's commitment to promoting the principles in the land use planning
and development process;
4. Directed the departments to establish the interdepartmental Planning Integration Team for
Community Health (PITCH) to align and integrate various planning, engineering, and public
health initiatives throughout the County into a coordinated team approach across
department lines, and as necessary, add staff from other county departments to the team;
5. Directed PITCH to pursue implementation of the recommended actions detailed in the
2/6/2007 Board Order, including:

Evaluate the County’s Roadway Policies and Standards based on the “Complete
Street” approach, which recognizes that our roads serve more than just the
automobiles and are an integral element in promoting the principles of a healthy
community;
a.
Accepted a report and recommendations on the built environment and public health
prepared by a staff working group from Conservation and Development, Health
Services, and Public Works;
b.
Identify and develop policies and implementation measures relating to principles of
public health that could be incorporated into pending general plan amendment
studies, and into potential revisions of the General Plan and the County Ordinance
Code;
c.
Integrate the principles of public health in the master planning of park and
recreational facilities for the unincorporated area; and
d.
Improve coordination and planning with school districts in siting of new schools
and/or expansion of existing schools in the unincorporated area with the aim of
promoting the principles of public health.
e.
Staff from the Conservation & Development, Health Services, and Public Works
departments will provide the Board with a progress report for ongoing PITCH activities
and identify PITCH's program goals and efforts for calendar year 2012.
CONSEQUENCE OF NEGATIVE ACTION:
None.
CHILDREN'S IMPACT STATEMENT:
A key purpose and objective of PITCH planning activities is aimed at improving the built
environment for school-aged children consistent with directives from the Board of
Supervisors.

Road Standards/Fire Code Modifications
Fire Code can conflict with other County policies and constrain our ability
to adopt context-sensitive road design standards
This is a nationwide issue; federal agencies and regulatory bodies
encourage jurisdictions to work through at local level
BOS directed staff and fire officials to find common ground
Pre-planning for local effort now completed. County staff, Fire Marshal,
City/County Engineering Advisory Committee and other Cities were
involved
