1. APPROVE and AUTHORIZE the Department of Conservation and Development
Director, or designee, to execute a contract amendment with the BOYS AND GIRLS CLUB
OF EL SOBRANTE to extend the term from December 31, 2011 to April 30, 2012, with no
increase in payment limit to complete a community center feasibility study; and
2. APPROVE and AUTHORIZE the Department of Conservation and Development
Director, or designee, to execute a contract amendment with A COMMUNITY CENTER
FOR EL SOBRANTE, INC., to extend the term from December 31, 2011 to February 29,
2012, with no increase in payment limit to complete a community center feasibility study.

Subject:Contract Amendments - Boys and Girls Club of El Sobrante, and A Community Center for El Sobrante, Inc.
FISCAL IMPACT:
Both contracts are funded from the Park Dedication Trust Account comprising of
development fees which have been set aside to develop park and recreation facilities.
BACKGROUND:
On May 3, 2011, the Board of Supervisors (Board) approved allocating Park Dedication
funds to the Boys and Girls Club of El Sobrante (B&G Club), and A Community Center for
El Sobrante (ACCES), both 501(c)(3) nonprofit organizations, to explore the possibility of
developing new community centers on properties located in the El Sobrante area. The B&G
Club is considering constructing a new facility on their property located at 4660 Appian
Way; ACCES is contemplating the possibility of converting the closed El Sobrante
Elementary School located at 1060 Manor Road into a community center. To facilitate the
evaluation of each proposal for the possible allocation of Park Dedication funds in the
future and funds from Measure WW, the Board awarded each agency $25,000 in Park
Dedication funds to prepare and submit to the County studies that analyze the following
components of their proposed projects:
a. land use (planning) constraints/issues b. environmental constraints/issues c. construction
cost estimates d. operational cost estimates e. available funding/financing options to assist in
the construction and operational costs f. business plan model
The original contract for each agency gave them until December 31, 2011 to submit their
feasibility study to the County. Both agencies have requested an extension to their contract -
B&G Club needs until April 30, 2012, and ACCES needs until February 29, 2012 to
complete and submit their studies. Staff supports the requests for extending the term of the
contracts as outlined above.
CONSEQUENCE OF NEGATIVE ACTION:
Not extending the contracts will result in both agencies not being able to submit complete
feasibility studies.
CHILDREN'S IMPACT STATEMENT:
No immediate impacts from the proposed feasibility studies. Both community centers, if
constructed, would provide a variety of activities benefiting youth and their families in the
El Sobrante area, and therefore support the Children's Report Card outcomes of ensuring
families are safe, stable, and nurturing.
