(100% Cities and County Stormwater Utility Fee Assessment) Project No. 7519-6X7617 FISCAL IMPACT: The cost shall be funded by stormwater utility fee assessments collected by the cities and county proportioned to their respective populations (Fund 251900). BACKGROUND: (CONT'D) Costa County Flood Control and Water Conservation District to obtain a Joint Municipal NPDES permit from the San Francisco Bay and Central Valley Regional Water Quality Control Boards. The Permits require municipalities to eliminate all pollutants from entering the municipal storm drain system. The Contra Costa Clean Water Program is made up of representatives of each of the nineteen (19) cities, the County, and the Flood Control District. One of the most important requirements of the Joint Municipal NPDES permit is to implement an effective Public Education and Industrial Outreach Program. The education program is a long-term commitment to modify social behavior to reduce pollution to the San Francisco Bay/San Joaquin Delta. CONSEQUENCE OF NEGATIVE ACTION: Direct consequence if the contract amendment with O'Rorke, Inc. is not approved is unknown, however, given that public education is a key component of the NPDES permits issued and every opportunity to reach the public can have a positive impact, not approving the contract amendment could mean failing to reach members of the general public with important information.
