Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract #74–051–18 with STAND! For Families Free of Violence, a
non-profit corporation, in an amount not to exceed $760,545, to provide Therapeutic
Behavioral Services (TBS) and Respite and Mentoring Services including the Child-Parent
Enrichment project, for the period from January 1, 2012 through June 30, 2012. This
Contract includes a six-month automatic extension through December 31, 2012 in an
amount not to exceed $760,545.
FISCAL IMPACT:
This Contract is funded 50% by Federal FFP Medi-Cal and 50% by State Early and
Persistent Screening, Diagnosis, and Treatment (EPSDT). The rate has not been increased.
BACKGROUND:
The State Department of Mental Health has been working in collaboration with the County’s
Mental Health Division to establish a mandated program to provide TBS to children

BACKGROUND: (CONT'D)
who participate in the EPSDT Supplemental Specialty Mental Health services. This
program will provide emergency placement services to eligible Medi-Cal beneficiaries less
than 21 years of age, who meet the medical necessity criteria of their Mental Health Plan,
and who have been discharged from a hospital or have failed in other placements.
Additional EPSDT funded services include programs that provide respite and mentoring
services to families of Seriously Emotionally Disturbed (SED) children, 18 years of age or
less, in order to reduce family stress, support family stability and reduce the need for
out-of-home placements.
On August 10, 2010, the Board of Supervisors approved Novation Contracts #74 051 17
and Contract #74-107-12 (as amended by Administrative Amendment Agreement
#74-107-13) with STAND! Against Domestic Violence (now known as STAND! For
Families Free of Violence), for the period from July 1, 2010 through June 30, 2011, which
included six-month automatic extensions through December 31, 2011, for the provision of
TBS and Respite and Mentoring services to County referred-clients.
Approval of Contract #74–051–18 will combine these services allowing the Contractor to
continue providing services, under one contract, through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, there will be fewer services available to County's clients in
need of these services possibly resulting in higher levels of care.
CHILDREN'S IMPACT STATEMENT:
These EPSDT supported programs support the following Board of Supervisors’ community
outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable,
and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
