Approve and authorize the Health Services Director or his designee, to accept on behalf of
the County, Grant Award #28-767-3 (1107-90840-00) from the California Department of
Public Health, in an amount not to exceed $70,000, for the County’s Refugee Health
Assessment Program (RHAP), for the period October 1, 2011 through September 30, 2012.
FISCAL IMPACT:
Acceptance of these Awards will result in a total of $70,000 for FY 2011-2012 from the
California Department of Public Health for the Refugee Health Assessment Program. No
County funds are required.
BACKGROUND:
The Refugee Health Assessment Program (RHAP) allows for the provision of health
assessment services to refugees, asylees, entrants from Haiti and Cuba, Special visa
immigrants, certified victims of human trafficking and other eligible entrants as required in
the California Refugee Health Assessment form (CDPH 8418A). Based on the assessment,
communicable diseases are treated on the new arrivals, as well as, other Contra Costans,
who are not protected from disease. In

addition, this program provides highly trained and culturally appropriate medical
interpreters for the County’s Afghan, Russian, Vietnamese, Loa and Mien clinics (13 –per
week). The RHAP advocates for people with limited-English skills to achieve access and
care within the Contra Costa Health Services Department.
The Health Service Department recently received a notice of award from the California
Department of Public Health, granting Health Services Department funding. Acceptance of
the Grant Award #28-767-3 allows the County to continue the Refugee Health Assessment
Program (RHAP) through September 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this grant award is not accepted, people with limited-English skills in the RHAP program
will not achieve access and care within the Contra Costa Health Services Department.
