Adopt Position Adjustment Resolution No. 21054 to add three Accountant III positions
(SATA) at salary level ZB5 1576 ($4947.09 - 6013.22) in the Health Services Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of aproximately $360,681, including
pension costs of $76,848, and will be fully funded with Federal Electronic Medical Records
money.
BACKGROUND:
The Health Services Department needs these new positions to assist in the implementation
of the EPIC Electronic Medical Record ( EPIC EMR) system. The EPIC EMR will
completely replace both the Contra Costa Health Plan provider payment system as well as
the Contra Costa Regional Medical Center billing system. EPIC EMR is expected to "go
live" on July 1, 2012. The Department must ensure that any problems with the EPIC EMR
set up are identified and corrected as quickly as possible to avoid the loss of any revenue.

BACKGROUND: (CONT'D)
Accountants working directly with each of the hospital revenue producing department
managers to review the charges being processed by them and track these charges through
the new EPIC accounts receivable system all the way through the production of bills for
each patient seen.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved and the Health Services Department does not have staff to
ensure a smooth transition to the EPIC accounts receivable systems, it could result in a
loss of revenue.
