SUPPORT the Employment and Human Service Department, Community Services Bureau,
in the Administration of Children and Families, Office of Head Start, re-competition grant
for Head Start and Early Head Start program funding and APPROVE and AUTHORIZE the
Chair, Board of Supervisors, to sign a Letter of Support.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The Employment and Human Services Department (EHSD), Community Service Bureau
(CSB) must re-compete for their long-standing grant to serve children and families in Contra
Costa County (CCC). The funds will be awarded to the organization "that demonstrates that
it is the most qualified entity to deliver a high quality and comprehensive Head Start or
Early Head Start Programs".
To demonstrate County support for the continuation of the Head Start and Early Head Start
Programs, EHSD CSB is requesting a letter of support from the CCC Board of Supervisors

BACKGROUND: (CONT'D)
and Families, Office of Head Start, to sustain the CSB current level of funding so that
they can continue to provide exemplary service to the community by operating the Head
Start and Early Head Start programs. The BOS has functioned as the governing body for
the County's Head Start programs for 40 years and for the Early Head Start program for
12 years. The BOS is closely aligned with the program(s) design, planning, fiscal
monitoring and oversight. Over the years the "BOS has publicly acknowledged the
program(s) for its innovation and many accomplishments.
