APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the Workforce Development Board (WDB), to execute a contract with Henkels
& McCoy, Inc., in an amount not to exceed $121,500 for Workforce Investment Act (WIA)
Career Technical Education Services for the period October 5, 2011 to March 31, 2013.
FISCAL IMPACT:
121,500; No County Costs: 100% Federal Workforce Investment Act Funds; Career
Technical Education Grant
BACKGROUND:
This contract was awarded through receipt of grant funding in partnership with the
Richmond Workforce Investment Board. The grant, Career Technical Education, will
service in-school age youth up to 18 years old and young adults from 19 to 24 years old
who meet the basic Workforce Investment Act (WIA) eligibility requirements: at or below
70% of the locally adjusted Federal Poverty rate and have significant barriers to

CONSEQUENCE OF NEGATIVE ACTION:
Individuals 18 years old and young adults from 19 to 24 years old will not receive career
training services.
CHILDREN'S IMPACT STATEMENT:
The contract supports all five of the community outcomes established in the Children’s
Report Card: 1)”Children Ready for and Succeeding in School”, 2) “Children and Youth
Healthy and Preparing for Productive Adulthood”, 3) “Families that are Economically
Self-Sufficient”, 4) “Families that are Safe, Stable and Nurturing”, and 5) “Communities

providing employment opportunities for youth.
