Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of County, Grant Award Agreement #28-349 with the Opticos Design, Inc., to pay County
an amount not to exceed $70,000 for the County’s Public Health City of Richmond Livable
Corridors – Health Impact Assessment Project, for the period from October 1, 2011 through
July 1, 2013.
FISCAL IMPACT:
Approval of this Grant Agreement will result in funding of $70,000 from Opticos Design,
Inc. for the Public Health City of Richmond Livable Corridors – Health Impact Assessment
Project through for the July 1, 2013. No County funds are required.
BACKGROUND:
In collaboration with the City of Richmond, Opticos Design, Inc. and County’s Community
Wellness and Prevention Program (CW&PP), the City of Richmond’s Livable Corridors
Project will guide the transformation and revitalization of major commercial corridors

BACKGROUND: (CONT'D)
within the central urban core of the city into attractive, walkable destinations. The County’s
(CW&PP) goal will be to prepare a Health Impact Assessment (HIA) on the project to bring
health to the forefront of the project, and to provide decision makers with the best
information about which decisions and recommendations the plan will have the greatest
impact on improving residents’ health, through July 1, 2013, including mutual
indemnification to hold harmless both parties for any claims arising out of the performance
of this Agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the County will not receive funding to support the City of
Richmond’s Livable Corridors Project.
