Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Novation Contract #24–928–18 with Fred Finch Youth Center, a non-profit
corporation, in an amount not to exceed $450,000, to provide school-based day treatment
and mental health services, for the period from July 1, 2011 through June 30, 2012. This
Contract includes a six-month automatic extension through December 31, 2012, in an
amount not to exceed $225,000.
FISCAL IMPACT:
This Contract is funded 49% by Federal Medi-Cal Revenue (FFP), 49% by State Early and
Periodic Screening, Diagnostics, and Treatment (EPSDT), 2% by Mt. Diablo Unified
School District. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing school and
community based mental health services including: assessments, individual, group and
family therapy, medication support, case management, outreach and crisis intervention
services

BACKGROUND: (CONT'D)
for Seriously Emotionally Disturbed (SED) middle and high school aged children and their
families.
On December 14, 2010, the Board of Supervisors approved Novation Contract #24–928–17
with Fred Finch Children’s Home, Inc. (now known as Fred Finch Youth Center), for the
period from July 1, 2010 through June 30, 2011, which included a six-month automatic
extension through December 31, 2011, for the provision of school-based day treatment and
mental health services for students in the Mt. Diablo Unified School District.
Approval of Novation Contract #24–928–18 replaces the automatic extension under the
prior Contract and allows the Contractor to continue providing services through June 30,
2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, SED children within the Mt. Diablo Unified School District
will not receive the school-based day treatment and mental health services that they need
and may require higher and more costly levels of treatment.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
