1. APPROVE the bid documents, including the design, plans, and specifications, for the
new Parking Lot ‘E’ project at the Contra Costa Regional Medical Center campus, 2500
Alhambra Ave., Martinez, for the Health Services Department.
2. DETERMINE that the project is exempt from the California Environmental Quality Act
(CEQA) as a Section 15311, Class 11b Categorical Exemption; DIRECT the Director of
Conservation and Development, or designee, to promptly file a Notice of Exemption with
the County Clerk; and DIRECT the Deputy General Services Director, or designee, to
arrange for payment of the $25 handling fee to the County Clerk for filing the Notice of
Exemption and a $25 handling fee to the Department of Conservation and Development for
processing costs.
3. AUTHORIZE the Deputy General Services Director, or designee, to solicit bids to be
received on approximately February 16, 2012, at 2:00 p.m., and to issue bid addenda, as
needed, for clarification of the bid documents, provided the involved changes do not
significantly increase the cost estimate for the initial construction contract.

4. DIRECT the Clerk of the Board to publish the Notice
RECOMMENDATION(S): (CONT'D)
to Contractors in accordance with Public Contract Code Section 22037, inviting bids for this
project.
FISCAL IMPACT:
No General Funds are involved. The construction of the New Parking Lot ‘E’ will be
provided by a combination of Federal and State funding, contained within the Contra Costa
Regional Medical Enterprise 1 Capital Budget.
BACKGROUND:
Plans and specifications for the project have been prepared for the General Services
Department by International Parking Design, Inc. and filed with the Clerk of the Board by
the Deputy General Services Director. The construction cost estimate is $400,000. The
general prevailing wage rates are on file with the Clerk of the Board of Supervisors and will
be the minimum rates paid on this project.
For years, the Contra Costa Regional Medical Center campus has experienced on-going
parking shortages for visitors and patients. A new surface Parking Lot 'E' is planned on the
site adjacent to existing Parking Lot ‘B’ near the hospital building. New Parking Lot ‘E’
(46,760 s.f) will provide eighty new visitor parking stalls, including five ADA spaces. The
site was previously occupied by two deteriorated buildings, which have been demolished.
The project site and surrounding area is on County-owned property. Forty new trees will be
planted as part of the landscaping throughout the parking area. Eleven existing trees will be
removed, including three that were found to be in poor condition.
On May 26, 2011, the Department of Conservation and Development determined that the
Project is categorically exempt from the California Environmental Quality Act (CEQA) per
Section 15311, Class 11b, of the CEQA Guidelines.
CONSEQUENCE OF NEGATIVE ACTION:
Without the new parking lot, visitors and patients will continue to have difficulty finding
parking at the Contra Costa Regional Medical Center.
