WAIVE the requirements of Administrative Bulletin #611, Section III. B. and approve and
authorize the Purchasing Agent, on behalf of the Health Services Department, to execute
purchase orders to be paid with specified funds, in an aggregate amount not to exceed
$950,000, with vendors to be selected by the Purchasing Agent, for various equipment to
implement and support the Epic electronic health record system during the two year term
from January 10, 2012 through December 31, 2013.
FISCAL IMPACT:
This Purchase order is fully funded by (a) the Medicare & Medicaid Electronic Health
Records (EHR) Incentive Program of the American Recovery & Reinvestment Act (ARRA)
and (b) the Delivery System Reform and Incentive Pool (DSRIP) funding. No County funds
required.

Subject:Waiver of Administrative Bulletin #611
BACKGROUND:
Administrative Bulletin #611 requires departments, among other things, to seek Board of
Supervisors approval for all purchase order requisitions over $100,000. The Department of
Health Services is seeking a waiver of this requirement to meet necessary timeframes duirng
the implementation of the Epic Electronic Health Record system.
Contra Costa Regional Medical Center (CCRMC) and Health Clinics will require the
purchase of computer carts, wall mounted devices for computers and monitors, handheld
scanners, and other hardware devices as needed for the implementation and support of the
Epic Electronic Health Record (EHR) system. The actual selection of the various devices is
based on the available physical space in the hospital and clinics. The selection and
evaluation process is currently underway.
The Purchasing Agent will authorize the actual vendor(s) selection based on existing
Purchasing guidelines.
Approval of this recommendation will allow the Purchasing Agent to make the required
purchases when needed, under the authority the Purchasing Agent has by statute and under
the ordinance code, without going to the Board for separate approval as required by the
Administrative Bulletin. Other approval requirements outlined in the Administrative
Bulletin are not waived and the Department will continue to seek approvals as required.
CONSEQUENCE OF NEGATIVE ACTION:
If this purchase is not approved we will not be able to take maximum advantage of the
technologies available through the Epic EHR.
