Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Novation Contract #74–322–5 with Youth Homes Incorporated, a non-profit
corporation, in an amount not to exceed $1,710,000, to provide residential treatment
services, for the period from July 1, 2011 through June 30, 2012. This Contract includes a
six-month automatic extension through December 31, 2012, in an amount not to exceed
$855,000.
FISCAL IMPACT:
This Contract is funded 50% by Federal Financial Participation (FFP) Medi-Cal, and 50%
by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT). (No rate
increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing residential day
treatment services, including intensive day treatment, medication support, crisis
intervention, and other mental health services, including wrap-around, to Medi-Cal eligible

BACKGROUND: (CONT'D)
Emotionally Disturbed (SED) children, and their families.
On December 14, 2010, the Board of Supervisors approved Novation Contract #74–322–4
with Youth Homes Incorporated for the period from July 1, 2010 through June 30, 2011,
which included a six month automatic extension through December 31, 2011, for the
provision of residential day treatment services.
Approval of Novation Contract #74–322–5 replaces the automatic extension under the prior
Contract and allows the Contractor to continue providing services through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, there would be fewer step-down group homes being used
for placement of children who previously experienced higher levels of care, which may
require higher levels of care, again.
CHILDREN'S IMPACT STATEMENT:
This Contract supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS) and placement at discharge to a lower level of care.
