Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Contract #74–058–16 with Seneca Family of Agencies, a non-profit
corporation, in an amount not to exceed $665,000, to provide intensive crisis stabilization
services to youth through the Mobile Crisis Response Teams for the period from July 1,
2011 through June 30, 2012. This Contract includes a six-month automatic extension
through December 31, 2012, in an amount not to exceed $332,500.
FISCAL IMPACT:
This Contract is funded 40% by Federal FFP Medi-Cal, 40% by State Early and Periodic
Screening, Diagnosis and Treatment (EPSDT), 11% by County Mental Health Realignment
and 9% by school districts of students receiving services. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing intensive crisis
stabilization services to Seriously Emotionally Disturbed (SED) children and adolescents
(and their families) in high-risk situations, to reduce the need for psychiatric hospitalization.

BACKGROUND: (CONT'D)
On January 18, 2011, the Board of Supervisors approved Novation Contract #74–058–13
(as amended by Amendment Agreements #74-058-14 and #74-058-15) with Seneca
Residential and Day Treatment Center for Children (now known as Seneca Family of
Agencies), for the period from January 1, 2011 through June 30, 2011, which included a
six-month automatic extension through December 31, 2011, for the provision of intensive
crises stabilization services to youth through the Mobile Crisis Response Teams.
Approval of Contract #74–058–16 will replace the automatic extension under the prior
contract and allows the Contractor to continue providing services through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, SED children and adolescents will have access reduced to
intensive crisis stabilization services as the County solicits and engages an alternate
contractor potentially resulting in the need for higher levels of care including hospitalization.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors’ community outcomes:
“Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and
Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for
Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional
Assessment Scale (CAFAS).
