Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Novation Contract #24–409–30 with The West Contra Costa Youth Services
Bureau, a non-profit corporation, in an amount not to exceed $1,270,894, to provide
wraparound services to Severely Emotionally Disturbed (SED) children, for the period from
July 1, 2011 through June 30, 2012. This Contract includes a six-month automatic extension
through December 31, 2012, in an amount not to exceed $635,447.
FISCAL IMPACT:
This Contract is funded 50% by Federal Medi-Cal (FFP) and 50% State Early and Periodic,
Screening, Diagnosis and Treatment Program (EPSDT). (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing child-family team
facilitators and other wraparound services to families of children with serious emotional and
behavioral disturbances; facilitates multi-agency collaborative service delivery;

BACKGROUND: (CONT'D)
and minimizes the need for crisis services and involvement with the Juvenile Justice System.
On January 11, 2011, the Board of Supervisors approved Novation Contract #24–409–29
with The West Contra Costa Youth Services Bureau, for the period from July 1, 2010
through June 30, 2011, which included a six-month automatic extension through December
31, 2011, for the provision of wraparound services to SED children.
Approval of Novation Contract #24–409–30 replaces the automatic extension under the
prior Contract and allows the Contractor to continue providing services through June 30,
2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, there will be fewer intensive services in West Contra Costa
County as the County solicits and engages an alternate contractor, which could result in
higher levels of care.
CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the following Board of Supervisors community outcomes:
Children ready for and succeeding in school; Families that are safe, stable, nurturing; and
Communities that are safe and provide a high quality of life for children and families.
Expected outcomes include all goals identified by Children’s Statewide System of Care
guidelines including an increase in positive social and emotional development as measured
by the Child and Adolescent Functional Assessment Scale (CAFAS) and decreased use of
acute care system.
