HomeMy WebLinkAboutMINUTES - 01102012 - C.101RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation Contract #74–320–6 with The West Contra Costa Youth Service Bureau, a non-profit corporation, in an amount not to exceed $475,381, to provide school-based mental health services to Seriously Emotionally Disturbed (SED) students in West County, for the period from July 1, 2011 through June 30, 2012. This contract includes a six-month automatic extension through December 31, 2012 in an amount not to exceed $237,690. FISCAL IMPACT: This Contract is funded 50% by Federal Medi-Cal (FFP) and 50% by State Early and Periodic Screening, Diagnosis, and Treatment (EPSDT). BACKGROUND: This Contract meets the social needs of County’s population by providing school and community based mental health services to County-designated SED elementary, middle school, and high school students within the West Contra Costa Unified School District, and their families. ATTESTED: January 10, 2012 David Twa, County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: A Down , D Gary C.101 To:Board of Supervisors From:William Walker, M.D., Health Services Director Date:January 10, 2012 Contra Costa County Subject:Novation Contract #74–320-6 with The West Contra Costa Youth Service Bureau On December 7, 2010, the BACKGROUND: (CONT'D) Board of Supervisors approved Contract #74–320-5 with The West Contra Costa Youth Service Bureau, for the period from July 1, 2010 through June 30, 2011, which included a six-month automatic extension though December 31, 2011, for the provision of school-based mental health services to SED students in West County. Approval of Novation Contract #74 320–6 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2012. CONSEQUENCE OF NEGATIVE ACTION: If this contract is not approved, fewer school-based mental health services will be provided to SED students in West County as the Department solicits and engages an alternative contractor. CHILDREN'S IMPACT STATEMENT: This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
