Authorize reimbursement from County Service Area EM-1 (Measure H) funds to the City of
Richmond, in the amount not to exceed $21,820, to cover payments by the City of
Richmond to its computer-aided dispatch (CADD) vendor New World Systems for
implementation of the ProQA software used in emergency medical dispatch.
FISCAL IMPACT:
100% Measure H Funds. No County General Fund impact.
BACKGROUND:
Emergency medical service calls in Contra Costa County are handled by one of three
emergency medical dispatch centers operated by Contra Costa County Fire Protection
District, San Ramon Valley Fire Protection District, and the City of Richmond. Emergency
medical service County Service Area EM-1 funds were previously used to cover the cost of
installing ProQA software for emergency medical dispatch at the Contra Costa County and
San Ramon Valley Fire Protection Districts, while the City of Richmond is now upgrading
its CAD system with the ProQA software and has requested

BACKGROUND: (CONT'D)
reimbursement from County Service Area EM-1 funds. With this upgrade, all emergency
medical dispatch centers will have use of the same tools for use in prioritizing emergency
medical service responses and providing pre-arrival instructions to persons call 9-1-1 with
medical emergencies.
CONSEQUENCE OF NEGATIVE ACTION:
The City of Richmond would need to bear the cost for ProQA software which was provided
at CSA EM-1 cost for remaining areas of Contra Costa County.
CHILDREN'S IMPACT STATEMENT:
9-1-1 provides services for persons of all ages.
